A company becomes operational, when money its treasure exceeds the construction cost it is required to pay in advance plus the cost of its minimal required train (or if the current new train in bank, whichever is higher. The numbers given in the table are for the common case of the minimum train still available.
A company may become operation before its required train is available, this will force the company to buy at least one new train per OR until it finally gets its minumum train (see OR.x.x).
